Strengthening Metis Around Routine Health Information Systems in Developing Countries

Abstract

–a form of local and practical knowledge which is aimed at local problem solving. In this paper, Scott’s notion of metis is applied to public health information systems in developing countries to examine how the trend of traditional non-use of systems can be corrected. Two sets of implications are developed with respect to metis: the first at the level of system design, and the second relating to institutional agency in creating an environment in which metis can flourish.
